RZN17-0002 - 1500 - Block of Whipple Drive - Uptown Village Duplexes Planned Residential Development. The Town of Blacksburg Planning and Building has received a request to rezone approximately 3.10 acres in the 1500-block of Whipple Drive.  The property’s zoning is currently Planned Residential, with an approved binding master plan for a townhome development.

Private Development Projects (Public Hearings)

Applications for private development projects are submitted to the Planning and Building department for review. There are many projects such as rezonings, conditional use permits, special exceptions or right-of-way vacations where the development application will go through a public process. Typically this will include:

  • A neighborhood meeting – an informal discussion with neighbors that occurs early on in the process. 
  • A Planning Commission work session- an informal discussion of the application by the Planning Commission; Planning Commission work sessions are held the third Tuesday of the month at 5 p.m. in the Blacksburg Motor Company Building, 400 S. Main St.
  • Planning Commission public hearing - public input is taken. Planning Commission meetings are held on the first Tuesday of each month at 7:30 p.m. in the Roger E. Hedgepeth Chambers, second floor of the Blacksburg Municipal Building, 300 S. Main St.  

Once considered by the Planning Commission, applications are then reviewed and discussed at the Town Council work session. Town Council work sessions are held on the first and third Tuesday of each month at 11 a.m. in the Blacksburg Motor Company Building, 400 South Main Street.

The final vote on the application takes place at the Town Council public hearing. Town Council meetings are held on the second and fourth Tuesday of each month at 7:30 p.m. in the Roger E. Hedgepeth Chambers, second floor of the Blacksburg Municipal Building, 300 S. Main St.
